The area code was originally assigned to the entire peninsula, including the Lower Peninsula portion that is now served by 616. However, by 1995, the Lower Peninsula's population had grown to the point where it needed its own area code.

So, on January 1, 1995, the 616 area code was split off from 989, and the Lower Peninsula began to be served by its own area code. This left 989 to serve only the Upper Peninsula.
